第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議(yi),共收到提案(an)(an)表(biao)126份(fen),經(jing)提案(an)(an)委員會專題會議(yi)審議(yi)后,歸類整理出64件提案(an)(an)、31個(ge)意見和建議(yi)、5個(ge)不立案(an)(an)議(yi)題。
具體(ti)情況如下:(一(yi)(yi)(yi))對(dui)符合(he)黨和國(guo)家(jia)政策(ce)法(fa)(fa)規,學(xue)(xue)校(xiao)(xiao)有(you)條件(jian)辦(ban)理(li),又確實(shi)需(xu)(xu)要辦(ban)理(li)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員會將(jiang)80個(ge)(ge)(ge)議(yi)(yi)題(ti)(ti)整(zheng)理(li)合(he)并為64個(ge)(ge)(ge)正式提(ti)(ti)案(an)(an)(an)(an);(二(er))對(dui)一(yi)(yi)(yi)些不(bu)符合(he)立(li)(li)(li)案(an)(an)(an)(an)要求(qiu)但(dan)有(you)參考(kao)價值的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)委(wei)員會將(jiang)41個(ge)(ge)(ge)議(yi)(yi)題(ti)(ti)匯總整(zheng)理(li)為31個(ge)(ge)(ge)意見和建(jian)議(yi)(yi),匯總后轉(zhuan)送有(you)關(guan)(guan)(guan)(guan)職能部門(men),逐條向(xiang)(xiang)提(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)回復;(三(san)(san))對(dui)屬于(yu)(yu)個(ge)(ge)(ge)人(ren)(ren)問(wen)題(ti)(ti)提(ti)(ti)案(an)(an)(an)(an)、或提(ti)(ti)出的(de)(de)(de)(de)問(wen)題(ti)(ti)正確,但(dan)已經解決的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),以(yi)及一(yi)(yi)(yi)時沒(mei)有(you)條件(jian)解決的(de)(de)(de)(de),可向(xiang)(xiang)提(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)做(zuo)出解釋的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an),則(ze)不(bu)予立(li)(li)(li)案(an)(an)(an)(an)。(四)5個(ge)(ge)(ge)不(bu)立(li)(li)(li)案(an)(an)(an)(an)議(yi)(yi)題(ti)(ti):第(di)(di)一(yi)(yi)(yi),關(guan)(guan)(guan)(guan)于(yu)(yu)為來(lai)深探(tan)望子(zi)女的(de)(de)(de)(de)父(fu)母提(ti)(ti)供臨時住所的(de)(de)(de)(de)建(jian)議(yi)(yi)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)原因(yin)(yin):學(xue)(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區設有(you)招待所,可以(yi)滿足需(xu)(xu)求(qiu);第(di)(di)二(er),關(guan)(guan)(guan)(guan)于(yu)(yu)建(jian)議(yi)(yi)學(xue)(xue)校(xiao)(xiao)為各二(er)級學(xue)(xue)院單位配(pei)備急救箱(xiang)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)原因(yin)(yin):急救工(gong)作(zuo)涉(she)及面廣,針對(dui)性強,需(xu)(xu)要有(you)資質的(de)(de)(de)(de)醫護人(ren)(ren)員正確規范操作(zuo),建(jian)議(yi)(yi)將(jiang)突發情況及時報(bao)告醫務室或校(xiao)(xiao)外醫療(liao)機構處置;第(di)(di)三(san)(san),關(guan)(guan)(guan)(guan)于(yu)(yu)清理(li)辦(ban)公室毀壞桌(zhuo)椅的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)原因(yin)(yin):無明確地點;第(di)(di)四,關(guan)(guan)(guan)(guan)于(yu)(yu)修剪學(xue)(xue)校(xiao)(xiao)內路邊(bian)的(de)(de)(de)(de)樹(shu)枝的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)原因(yin)(yin):屬于(yu)(yu)明喆物(wu)業綠化管理(li)日常工(gong)作(zuo);第(di)(di)五,關(guan)(guan)(guan)(guan)于(yu)(yu)校(xiao)(xiao)門(men)增加(jia)校(xiao)(xiao)區標識(shi),設計考(kao)慮建(jian)筑風水的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)原因(yin)(yin):不(bu)符合(he)一(yi)(yi)(yi)事一(yi)(yi)(yi)議(yi)(yi)原則(ze),其(qi)中一(yi)(yi)(yi)事提(ti)(ti)法(fa)(fa)亦不(bu)妥(tuo)當。

二、提案受理情況
在落實提案辦理的(de)過程中,學校工會(hui)(hui)多次召開提案工作(zuo)(zuo)委(wei)員會(hui)(hui)會(hui)(hui)議,及時(shi)與有關的(de)職能部門進行(xing)溝通,完成(cheng)提案處(chu)理落實工作(zuo)(zuo)。
64件提案涉及(ji)到教(jiao)學(xue)、科研(yan)、學(xue)生(sheng)(sheng)、人事、行政教(jiao)輔、生(sheng)(sheng)活服(fu)務及(ji)其它等7個(ge)方面。其中“(一(yi))制(zhi)作佩戴校徽;(二(er))開設“書院論壇”;(三(san))推進解決教(jiao)職(zhi)工集資款;(四)進一(yi)步完善校園無(wu)線網絡覆蓋(gai);(五)新增校區(qu)電瓶(ping)車、方便師生(sheng)(sheng)員工出行”等5件提案確定為2013年度學(xue)校為教(jiao)職(zhi)工辦(ban)理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)委(wei)員會(hui)是雙代會(hui)提案(an)落實的最基本的工(gong)(gong)作組(zu)織。本著“提醒(xing)重視(shi),溝通(tong)交流,推動進程”的工(gong)(gong)作原則,對(dui)與多(duo)部門相關的提案(an),注重組(zu)織協調;對(dui)常(chang)規提案(an),逐一跟蹤檢查。一年(nian)來(lai),在(zai)校(xiao)分(fen)管領導的指導、各部門支(zhi)持、以及全體委(wei)員和校(xiao)工(gong)(gong)會(hui)共同(tong)努力下,較好地(di)履行了職責,順利地(di)完成了工(gong)(gong)作任務。
1.做(zuo)好提案(an)(an)宣傳工作,使廣大教職工和雙代會代表加深對提案(an)(an)價值的(de)認(ren)識:即提案(an)(an)是雙代會廣泛聯系群(qun)眾(zhong)、集中群(qun)眾(zhong)智慧、吸引教職工參與學(xue)校民(min)主管理和民(min)主監督的(de)一個(ge)重要途徑。
2.保證(zheng)提案調研時間。嚴格執行雙(shuang)代會相關規定(ding),督促代表樹(shu)立群眾(zhong)意(yi)識,平時注(zhu)意(yi)群眾(zhong)反映(ying),為提案準(zhun)備信息資(zi)源,及時反映(ying)教職工的意(yi)見和建議。
3.準(zhun)確把握提(ti)案的立(li)案。凡(fan)是(shi)按要求提(ti)交的提(ti)案表(biao),原則(ze)上(shang)都予以立(li)案。對(dui)于沒有立(li)案的提(ti)案,即使(shi)是(shi)個案或建議(yi),本著(zhu)實事求是(shi)的態度(du)認真(zhen)對(dui)待和處(chu)理。
4.不(bu)斷提高提案辦(ban)理的(de)質量。一是規范提案辦(ban)理的(de)程序;二是加大督辦(ban)的(de)力(li)度(du),跟蹤落實,確保能解決(jue)的(de)問題及時解決(jue)。一些因(yin)客(ke)觀原因(yin)一時做不(bu)到的(de),則做好(hao)解釋工作,真正做到案案有回音(yin),件(jian)件(jian)有交待。
5.推(tui)動承(cheng)辦(ban)(ban)單位實施“一(yi)把(ba)手”工程,確保交出滿意(yi)“答(da)卷”。在提(ti)案(an)(an)辦(ban)(ban)理過程中(zhong),絕大(da)多(duo)數(shu)承(cheng)辦(ban)(ban)單位一(yi)把(ba)手親(qin)自負(fu)(fu)責(ze),親(qin)自過問,從(cong)嚴要求、從(cong)快辦(ban)(ban)理,表現出對(dui)學校事(shi)業(ye)高度負(fu)(fu)責(ze)的態度。人事(shi)處承(cheng)辦(ban)(ban)提(ti)案(an)(an)14件、意(yi)見和建議5個(ge);后勤(qin)基建處承(cheng)辦(ban)(ban)提(ti)案(an)(an)11件、意(yi)見和建議12個(ge)。此類提(ti)案(an)(an)大(da)多(duo)是民生話題,直接關系到師生員工的切身利(li)益。在接到提(ti)案(an)(an)后,兩個(ge)部門負(fu)(fu)責(ze)人分(fen)別帶領有關人員,認真(zhen)分(fen)析原因(yin),限時辦(ban)(ban)理,并加強與提(ti)案(an)(an)人溝(gou)通,爭(zheng)取提(ti)案(an)(an)人的理解和支(zhi)持。
至2013年(nian)底,在(zai)各(ge)承(cheng)辦部門的(de)(de)大力支(zhi)持(chi)和配合(he)下,已全(quan)部答復提案(an)人(ren)。承(cheng)諾為教(jiao)職員工(gong)辦的(de)(de)年(nian)度5件實事中(zhong),書院(yuan)論壇開始(shi)運作;電瓶車新增(zeng)了(le)3輛;校(xiao)(xiao)徽(hui)在(zai)進一(yi)步(bu)的(de)(de)改進;校(xiao)(xiao)園無線網絡在(zai)進一(yi)步(bu)的(de)(de)完善;教(jiao)職工(gong)集資(zi)款這一(yi)歷史遺留問(wen)題正在(zai)處(chu)理中(zhong),學(xue)校(xiao)(xiao)一(yi)如既往積極(ji)與上海(hai)思博職業技術學(xue)院(yuan)聯系(xi),責成校(xiao)(xiao)內(nei)有關公司(si)按公司(si)法合(he)法、合(he)理、合(he)情(qing)地予以解決。3月20日,上海(hai)思博職業技術學(xue)院(yuan)黨(dang)政主要領(ling)導帶隊來校(xiao)(xiao)尋(xun)求(qiu)解決途(tu)徑(jing)。我們將繼續(xu)跟蹤推進,確(que)保教(jiao)職工(gong)的(de)(de)合(he)法權益。
綜上所述,上次會議64件提案中,不宜采用和(he)難以落(luo)(luo)實(shi)的(de)(de)(de)共10項,占(zhan)15.6%;其余(yu)54件,已(yi)經落(luo)(luo)實(shi)和(he)正在落(luo)(luo)實(shi)的(de)(de)(de)48件,占(zhan)75.0%;還有(you)正在論證,經過努(nu)力可(ke)以完成的(de)(de)(de)6件,占(zhan)9.4%。
提(ti)(ti)案(an)(an)委員會向(xiang)提(ti)(ti)案(an)(an)人發出《提(ti)(ti)案(an)(an)反(fan)饋(kui)意(yi)(yi)見(jian)評(ping)(ping)價表》,對職能(neng)部門承辦(ban)的(de)64個提(ti)(ti)案(an)(an)給出“滿(man)(man)意(yi)(yi)”、“不滿(man)(man)意(yi)(yi)”、“無所謂(wei)”的(de)評(ping)(ping)價意(yi)(yi)見(jian)。統計結果為(wei):2個提(ti)(ti)案(an)(an)被評(ping)(ping)“無所謂(wei)”,5個提(ti)(ti)案(an)(an)被評(ping)(ping)“不滿(man)(man)意(yi)(yi)”,57個提(ti)(ti)案(an)(an)都被評(ping)(ping)為(wei)“滿(man)(man)意(yi)(yi)”,提(ti)(ti)案(an)(an)反(fan)饋(kui)意(yi)(yi)見(jian)的(de)滿(man)(man)意(yi)(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工(gong)作與(yu)過去相比有進步(bu),但仍然存(cun)在(zai)一些(xie)問(wen)題和不足。
1.個別提(ti)案(an)(an)承辦(ban)(ban)部門(men)對所(suo)辦(ban)(ban)理的提(ti)案(an)(an)重視程度不(bu)夠(gou),辦(ban)(ban)理過程拖(tuo)拉,辦(ban)(ban)理質量不(bu)高。
2.雙代(dai)會代(dai)表提(ti)案工(gong)作水平有待提(ti)高(gao),特別是提(ti)案撰寫比較集中民生(sheng)福(fu)利,而對學(xue)校發展大局關注度不夠。
針對存(cun)在的(de)問題,我們(men)提(ti)(ti)出改進工作(zuo)的(de)措施(shi):(1)加強與提(ti)(ti)案(an)承辦部門(men)溝通,提(ti)(ti)升他們(men)對提(ti)(ti)案(an)落實工作(zuo)重要性的(de)認識;(2)在可(ke)能的(de)條件下(xia),對雙代會代表(biao)進行提(ti)(ti)案(an)方面的(de)培訓學習,提(ti)(ti)高提(ti)(ti)案(an)工作(zuo)水平(ping)。
六、總結表彰
經工會(hui)委員會(hui)評選,2013年度4個“優秀提案”和2個“提案承辦(ban)先(xian)進單位”分(fen)別是:
第(di)一(yi),鄭永森(sen)、張臻、蘇文代(dai)表(biao)提(ti)出的(de)“開設(she)‘書院(yuan)講壇(tan)’,推進書院(yuan)制(zhi)改革和文化育人工作”;第(di)二,麻小紅、魯林(lin)華、施蓓(bei)、朱(zhu)方來、鮑(bao)薇(wei)薇(wei)、邱浩、肖(xiao)景文、王群、張雷代(dai)表(biao)提(ti)出的(de)“公布學校(xiao)教師(shi)集資款運營狀(zhuang)態(tai)”;第(di)三,郭剛、吳鋒、余菲(fei)、李放、尹向(xiang)東、陳(chen)燕代(dai)表(biao)提(ti)出的(de)“將無線網絡覆蓋(gai)整個(ge)校(xiao)區(qu)”;第(di)四,袁述義、楊燕云、文小龍代(dai)表(biao)提(ti)出的(de)“制(zhi)作佩戴校(xiao)徽”。
2013年度2個“提案承辦先進(jin)單(dan)位”分別是人事處、后勤基建處。
第二部分:本次雙代會提案和建議情況報告
按(an)照學校(xiao)(xiao)《教職(zhi)工(gong)(gong)代(dai)表(biao)大會(hui)工(gong)(gong)作細(xi)則》和工(gong)(gong)會(hui)的(de)有關規定,校(xiao)(xiao)工(gong)(gong)會(hui)于(yu)今年3月初向(xiang)學校(xiao)(xiao)提交了“關于(yu)召開第五屆教代(dai)會(hui)暨第六屆工(gong)(gong)代(dai)會(hui)第二次會(hui)議的(de)請(qing)示”,并于(yu)3月14日得(de)到校(xiao)(xiao)黨委批復,啟動大會(hui)的(de)籌備(bei)程序(xu),給各分(fen)工(gong)(gong)會(hui)發出了向(xiang)代(dai)表(biao)征集提案的(de)通知。代(dai)表(biao)們(men)圍繞學校(xiao)(xiao)發展、人事制度改革以及教職(zhi)工(gong)(gong)所關心的(de)問題,認(ren)真思考,深入調研(yan),廣泛聽(ting)取(qu)意見,負責任地提交每(mei)一個提案。
截至3月25日,本次雙代(dai)(dai)會(hui)(hui)共收到99份提案表(見附件2)。分為教學(xue)、科研、學(xue)生、人事(shi)、行(xing)政(zheng)教輔、生活服務及其它(ta)等方面。會(hui)(hui)后(hou),提案工作委(wei)員會(hui)(hui)將(jiang)本著務實革新精(jing)神,對(dui)代(dai)(dai)表們提出的提案進(jin)行(xing)歸類(lei)整理(li),認(ren)真(zhen)討論(lun)研究是否(fou)立案,同時送校領導批示,提交(jiao)相關職能(neng)部門落實辦理(li)。
